ROME, ITALY / RankWire.AI / – Italy has committed €1.55 billion to fund 59 water infrastructure initiatives across 17 regions through its national recovery plan. The Ministry of Infrastructure and Transport finalized the full allocation in less than four months. These funds are designated for aqueducts, water networks, and related infrastructure projects aimed at enhancing safety, efficiency, and dependability. This initiative broadens investments in a sector under continuous strain from water loss issues, drought conditions, and infrastructure upgrades nationwide.

Southern Italy is set to receive approximately €830 million, representing 53% of the total allocation. This exceeds the 40% minimum share allocated to southern regions under the recovery plan. Beneficiaries of these projects are expected to contribute around €683 million in additional funding alongside public resources. Altogether, this results in total investments exceeding €2.2 billion through the program. The projects focus on upgrades that aim to optimize water management and reinforce infrastructure supporting communities and economic activities.
Funding is provided via SFNIISSI, Italy’s national infrastructure investment and water-sector security instrument. The government established this mechanism in February 2026 under Italy’s PNRR recovery framework. Applications, grant distributions, and project monitoring are managed by Invitalia under a signed agreement from April. Initially, the fund was allocated €1 billion drawn from NextGenerationEU resources. In August, the government added €576 million for water projects as part of a broader review of recovery-plan expenditures.
Focus on efficiency, safety, and reduction of network losses
The water fund is designed to support both public entities and companies managing water resources throughout Italy. Grants can cover up to 90% of eligible costs for efficiency upgrades and safety enhancements. For projects that leverage digital technology to cut water losses, support can reach 85%. The application window opened on May 6 and was extended, closing on June 8. The program emphasizes infrastructure projects that improve water use, network effectiveness, and the resilience of key systems.
The fund was structured to aid projects already identified within Italy’s national water infrastructure planning and other eligible priority works. The allocated resources include funding for aqueducts, distribution systems, and systems that enhance water supply security. The distribution of funds was finalized after evaluating applications submitted during the spring funding period. The additional beneficiary contributions elevate the overall investment beyond public funding alone, creating a combined package valued at over €2.2 billion—comprising government funds plus project co-financing.
Building on Prior PNRR Water Investments
This latest allocation follows previous PNRR investments in primary water infrastructure. By July, Italy had completed 48 water systems under another recovery-plan measure, surpassing the target of 45. Among those, 37 were classified as complex systems. Authorities also announced the completion of 79 individual projects carried out by 52 implementing bodies. Nearly €1 billion in PNRR funds financed 124 projects, including reservoirs and water-supply systems for drinking water, irrigation, and mixed uses across Italy.
Of the 48 systems finished by July, 25 serve mainly irrigation, 20 focus on drinking-water supply, and three have mixed functions. Italy has also programmed and financed over €6 billion in water-sector projects within its broader infrastructure strategy. The new €1.55 billion funding further adds 59 projects to that national effort. With all resources from the expanded fund now allocated, the program has moved beyond application and award phases toward the implementation stage of the approved water infrastructure projects.
