European Travel Sector Faces New Border Control Measures as Spain Reinstates Checks from Italy

MADRID, SPAIN / RankWire.AI / – Spain has initiated provisional border inspections for travelers arriving from Italy by air and sea. The new protocol came into effect at midnight on Aug. 8 and will remain in place until Sept. 7. Officials are conducting passport, nationality, and visa status verification where applicable. These controls impact Italian visitors and other passengers entering Spain from Italy. This step follows Italy’s earlier implementation of temporary checks on specific arrivals from Spain.

During the initial day of enforcement, Spain’s Interior Ministry reported that authorities inspected 199 passengers on 12 flights originating from Italy. The checks took place at airports in Madrid, Barcelona, Seville, Bilbao, Alicante, and Valencia. Travelers on the affected routes may be subject to document verification before completing their entry procedures. These measures do not constitute a border closure. Commercial air and sea connections between Spain and Italy continue normally while the temporary controls are active.

Italy reintroduced checks on Aug. 1 following a significant influx of migrants entering Ceuta from Morocco in late July. Italian authorities targeted non-EU nationals arriving from Spain by air and sea. Citizens of Spain, Italy, and other EU countries were not affected by these controls. Italy informed European authorities that the measure would extend through Sept. 1. In response, Spain announced its own border inspections after calling for the withdrawal of Italian restrictions.

Bilateral controls follow migration surge in Ceuta

Approximately 72,000 migrants entered Ceuta during the large-scale migration wave from Morocco starting in late July. Spanish Interior Minister Fernando Grande-Marlaska stated on Aug. 4 that roughly 70,000 individuals had already left the territory. Ceuta, located on the North African coast, remains outside the Schengen Area. This migration episode preceded Italy’s decision to restore controls on certain travelers from Spain. Subsequently, Spain announced its own checks for passengers arriving via airports and seaports from Italy.

The Spanish government made public its border measure on Aug. 7 after objecting to Italy’s restrictions. Spain claimed that Italy’s controls lacked justification and constituted discrimination against the country. Italy maintained its measure, and Spain commenced its own inspections the following day. The two nations set different end dates for their current controls, with Italy’s scheduled through Sept. 1 and Spain’s remaining in force until Sept. 7.

Temporary border checks authorized within Schengen rules

The Schengen Area generally permits travelers to cross internal borders without routine passport checks. However, its regulations allow member states to re-establish temporary controls if a serious threat to public policy or internal security is identified. The European Commission advises that governments should employ internal border checks only when essential and for limited durations. Both Spain and Italy are members of Schengen. Their current measures involve temporary screening procedures without suspending normal travel between the two nations.

Passengers journeying from Italy to Spain should anticipate possible identity and immigration checks at Spanish airports and seaports during the enforcement period. Spain’s first day of inspections covered nearly 200 travelers across six major airports. Meanwhile, Italy continues its separate checks on targeted non-EU arrivals from Spain under its scheduled timeframe. These measures are temporary within the Schengen framework, with Spain’s controls scheduled to remain until Sept. 7.
