    European Digital Sector Faces Shortfall of 5 Million ICT Professionals by 2030 Amid Talent Gaps

    Brussels, Belgium / RankWire.AI / – A new analysis by the European research organization Eurofound highlights significant challenges threatening to impede Europe’s digital ambitions. The study indicates that the bloc is likely to fall short of its 2030 employment goal for ICT specialists by a substantial margin. As reported by Emirates News Agency, despite ongoing growth in overall technology hiring, the EU is projected to miss its 2030 ICT workforce target by 5 million workers. The report attributes this shortfall to national education systems across the 27 countries failing to produce sufficient specialized digital talent, prompting European tech companies to intensify international recruitment outside the single market to fulfill operational demands.

    Although the projected deficit presents a significant challenge, the broader employment figures within Europe’s digital sector have seen consistent growth over the past decade. Eurofound’s data shows that the number of information and communications technology specialists increased from 5.6 million in 2011 to 10.3 million in 2024, marking an 81 percent overall rise. During the same period, ICT professionals’ share of total European employment grew from 3 percent to 5 percent. Nonetheless, sector growth rates of 7 to 8 percent annually remain inadequate to bridge the gap needed to reach the 20 million target set by European policymakers by the end of the decade.

    Regional disparities in technology employment continue to exist across EU member states. Eurofound reported that in 2024, ICT specialists accounted for 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland. Conversely, in Greece and Romania, digital specialists made up only 2.5 percent and 2.8 percent of the workforce, respectively. Growth trends across the bloc varied considerably, with Estonia more than doubling its proportion of ICT workers from 3.4 percent to 7.2 percent between 2011 and 2024, while other countries experienced minimal increases during the same period.

    Educational Gaps Force Heavy Reliance on International Recruitment

    Surveys conducted among European companies reveal that 57 percent of firms seeking to fill vacant IT roles faced severe recruitment difficulties in 2024. The most acute shortages are in senior engineering and specialized fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical staffing needs, tech companies have increasingly turned to international talent pools, with the percentage of ICT specialists born outside the European Union rising from 9.2 percent in 2021 to 11.9 percent in 2024.

    Persistent gender imbalances continue to limit the potential of Europe’s digital workforce. Eurofound’s report states that women made up less than one in five ICT specialists across the 27 EU member states in 2024, holding a 19 percent share. Additionally, in 2022, gender pay gaps in the broader information and communications sector approached nearly 20 percent, surpassing the economy-wide average of 13 percent. The underrepresentation of women restricts the diversity of perspectives in technological development, resulting in industries operating with less than three quarters of their full digital talent potential.

    Core Software and Consulting Sectors Show Divergent Growth Patterns

    While ICT roles generally command above-average salaries, advanced skills, and employment quality, these factors alone cannot compensate for the ongoing structural labor shortfall. With the EU expected to miss its 2030 ICT employment goal by 5 million workers, experts emphasize that bridging this gap will require coordinated policy measures. These should focus on expanding domestic educational infrastructure and facilitating intra-EU mobility of labor. The study combined quantitative data with insights from the Network of Eurofound Correspondents and professional analytics from LinkedIn Economic Graph.

    European policymakers and industry leaders face mounting urgency to align national vocational training frameworks with the demands of the future digital economy. Eurofound warns that neglecting domestic training capacity could heighten dependence on external talent sources and threaten the broader European digital transformation agenda. Ongoing policy reviews aim to bolster local training programs, increase female participation in technical fields, and safeguard Europe’s competitive edge in global tech markets.
