The study highlights how climate change is intensifying drought conditions across the continent, with unprecedented heat waves serving as the main catalyst, surpassing the influence of seasonal rainfall deficits. European countries are experiencing critically low river levels, widespread water restrictions, and large-scale wildfires following a historic heatwave in June. Data shows that a warming global climate significantly accelerates the evaporation of moisture from land and water bodies, fostering a highly arid and unstable environment. Even with below-average spring rainfall, it was the temperature spikes driven by climate change that pushed the situation into an extreme drought.

The World Weather Attribution group published findings illustrating how rising temperatures actively drain natural water reserves. Mariam Zachariah, a researcher at Imperial College London, pointed out that the drought is not mainly caused by decreased rainfall but by a warmer atmosphere that creates more moisture deficits on land. This implies that drought risk will continue to grow even if rainfall patterns remain relatively stable. Scientists explain that for every 1 degree Celsius increase in temperature, the atmosphere can hold about seven percent more water vapor. This enhanced capacity contributes directly to faster evaporation from soil and vegetation across the landscape.
Using extensive weather data and sophisticated climate models, researchers estimated how the probability of these extreme weather events has shifted in a world now 1.4 degrees Celsius warmer than a pre-industrial baseline. Their analysis shows that extremely dry soils are five times more likely in western Europe than in a climate without human influence. In eastern Europe, these soil moisture deficits have become 11 times more probable. The study also revealed that the occurrence of exceptionally high evaporative demand between April and June in western Europe is about 80 times more common. As a result, rainfall shortages that previously would not have caused severe drought now produce much drier soils.
Calls for Urgent Global Emissions Reductions
Dominik Schumacher from ETH Zurich emphasized that the tendency for unusually dry soils is already noticeable in spring before the arrival of summer. He explained that as temperatures rise, the atmosphere’s thirst rapidly intensifies, extracting vital moisture from rivers, lakes, reservoirs, and soils. The early wet conditions followed by extreme heat created ideal circumstances for widespread wildfires, as rapid land drying increased the likelihood of combustion. This process has contributed to severe fires across multiple nations. The report confirms that climate change’s role in worsening droughts across Europe is disrupting traditional weather patterns and pushing the continent into highly dangerous cycles.
The agricultural sector is experiencing unprecedented pressure due to the widespread loss of vital soil moisture. These drought conditions are causing historic crop failures, with France expected to have its lowest maize harvest in 50 years, marking a significant disruption in regional food supply. Romania has also lost over one million hectares of maize, further jeopardizing the stability of the agricultural supply chain. These domestic shortfalls, coupled with ongoing global conflicts, risk increasing food prices and disproportionately impacting low-income households.
Projected Impact of Continued Warming on Hydrology
The economic damage from these droughts is worsened by hydrological effects, with abnormally low river levels disrupting vital cargo transport routes. Major shipping disruptions on key waterways underscore the severity of the continent’s growing water scarcity crisis. Reduced river flows threaten energy production in regions heavily reliant on hydropower. Data from the Copernicus Climate Change Service confirmed that recent June was the hottest on record for western Europe. Many countries have already enacted emergency restrictions or temporary bans on non-essential drinking water use to conserve limited supplies.
Experts warn that if global temperatures continue rising, these drought conditions could become even more frequent. They highlight that current evaporative extremes are happening at 1.4 degrees Celsius of warming, illustrating the urgent need to reduce emissions. Should global temperatures reach 2.8 degrees Celsius as forecasted, the likelihood of such conditions could double. Without swift and decisive action to cut emissions, scientists caution that Europe faces a future of increasingly scorching and arid summers.
